The City of Taylor is seeking a dedicated payroll professional. The ideal candidate will be an organized and detail oriented individual who possesses analytical skills to ensure accurate pay and PTO for all employees. The Payroll Specialist is a position that will function as a Human Resource Specialist to process weekly and bi-weekly payroll. The most desirable person will be a fast learner and is detail oriented.Essential Duties and TasksThe Payroll Specialist position will oversee all payroll for the City of Taylor. This position will oversee timecards, PTO, bonuses, accruals and other pay related items articulated in the collective bargaining agreements. This position requires the individual to learn the pay related specifics of the collective bargaining agreements and personal service contracts. This position also requires meeting time restraints and deadlines for payroll. The city primarily works on a bi-weekly payroll. This position will also assist with other areas of Human Resources such as Workers Compensation, Smart Grant reporting, Commercial Drivers License (CDL) regulations and drug testing.The ideal candidate will:Oversee time and attendance system and validate hours worked.Enroll, terminate, and modify employee records in the HRIS system as it relates to payroll and benefits.Maintain vacation and personal time records.Process payroll on a weekly basis.Answer employee questions related to payroll and help to resolve issues.Ensure payroll practices meet internal rules and procedures as well as legal requirements.Assist with other Human Resources other activities as needed.Job Related Skills:Previous payroll and time/attendance experience required.Must pay significant attention to detail and accuracy.Experience in PayCom payroll and time/attendance software preferred.Experience in other payroll system helpful ADP, Paycore, etc.Proficient computer skills including Microsoft Word and Excel.Working knowledge of government payroll legal requirements.Ability to always maintain strict confidentiality.Strong analytical and organizational skills.Excellent communications skills both oral and written.Physical Demands:The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job. A college degree in a related field such as Human Resources, Finance, Business Administration is preferred.Hours of EmploymentNormal hours of employment are Monday through Friday, 9:00 a.m. to 5:00 p.m. Schedule will be modified by the Mayors Office due to department operations as needed. Attendance at City Council meetings is required.CompensationSalary to commensurate in the range of $24.00 Hourly - $28.00 Hourly according to candidates skills and experience level. The Payroll Specialist position is covered by the labor agreement between the City of Taylor and 1917 AFSCME Union.
